    He succeeded his father in Limburg with the title of duke, but Conrad III refused grant him Lower Lorraine. He continued to style himself as duke nevertheless.

    Henry refused at first to accept the loss of Lorraine and attacked the new duke, Godfrey VII. He was defeated. Godfrey died in 1142, but Henry was occupied with a war against the lord of Fauquemont and did not assert any claim to the cudhy of Lower Lorraine.

    In 1147, he inherited Arlon, his younger brother Waleran having died without children. Conrad confirmed this, for he had promised Henry a fief to compensate for the loss of Lorraine, and the duke and the king were reconciled. Henry did not take part in the Second Crusade that year, however, Henry attended the coronation of Conrad's successor, Frederick Barbarossa.

    At that time, Henry was involved in a war with Henry IV of Luxembourg. The town of Andenne was taken and completely plumdered and burned. Then Henry turned to Godfrey VIII, but they soon made peace in 1155.

    Henry took part in Barbarossa's Italian campaigns, dying during the epidemic of 1167 at Rome.

    In 1172, he fought against the count of Luxembourg, Henry IV the Blind, and his ally, the count of Hainault, Baldwin V. The environs of Arlon were devastated and the duke, overcome, had to recompense the count of Luxembourg for the wrongs he had done him. In 1183, he supported the election of Fulmar as archbishop of Trier. This was opposed by the Emperor Frederick Barbarossa.

    Henry had to fight his nephew, Henry I of Brabant in connection with the advocacy fo the abbey of Saint-Trond. The Brabantine duke claimed the advocacy as part of his mother's dowry. An arrangement put an end to the war in 1191 and the duke of Limburg became a vassal of the duke of Brabant. The two dukes collaborated in the internal affairs of the region.

    Henry later supported Otto of Brunswick over Philip of Swabia as German king and imperial claimant. He fought at the Battle of Bouvines in 1214.
